Not exactly a group of flaming radicals, the Health Officers Council is the professional association of public health physicians in B.C. They issue reports on the health impacts of, for example,&nbsp;<a href=\"http:\/\/www.canada.com\/vancouversun\/news\/editorial\/story.html?id=6fdce77f-f8eb-45ff-b4aa-00c8b53b9adb\" target=\"_blank\" rel=\"noopener\">driving while using your cell phone<\/a>.<\/p>\n<p>Ten years ago, few people could have imagined a&nbsp;<a href=\"http:\/\/supervisedinjection.vch.ca\/\" target=\"_blank\" rel=\"noopener\">functioning facility<\/a>&nbsp;where nurses would supervise addicts injecting heroin, morphine and cocaine to make sure they didn\u2019t kill themselves in the process; that it would be supported by the health authority, municipal government and provincial government.<\/p>\n<p>Similarly, ten years ago, few people could have imagined a study that looks at the outcome of prescribing heroin and hydromorphone to people who have failed at drug treatment. There has been&nbsp;<a href=\"http:\/\/www.naomistudy.ca\/\" target=\"_blank\" rel=\"noopener\">one already<\/a>. The&nbsp;<a href=\"http:\/\/www.providencehealthcare.ca\/salome\/index.html\" target=\"_blank\" rel=\"noopener\">second study<\/a>&nbsp;is underway. Both in British Columbia. Both in Vancouver.<\/p>\n<p>Today the&nbsp;<a href=\"https:\/\/www.angusreidforum.com\/MediaServer\/3\/documents\/2008%2008%2020_Insite_ARF.pdf\" target=\"_blank\" rel=\"noopener\">majority of Canadians<\/a>&nbsp;support Insite. British Columbians support drug policy reform that makes us safer and healthier, and have&nbsp;<a href=\"http:\/\/stoptheviolencebc.org\/2011\/10\/26\/breaking-the-silence-cannabis-prohibition-organized-crime-and-gang-violence\/\" target=\"_blank\" rel=\"noopener\">linked our endemic gang violence to the drug trade<\/a>. But that hasn\u2019t been enough so far to open the door to even a discussion of reform and decriminalizing drug addicts. If anything, our drug law is going the other way, with tougher penalties and&nbsp;<a href=\"http:\/\/www.cbc.ca\/news\/politics\/story\/2011\/11\/29\/pol-omnibus-crime-bill.html\" target=\"_blank\" rel=\"noopener\">more jail time<\/a>&nbsp;for addicts, despite the&nbsp;<a href=\"http:\/\/www.rand.org\/pubs\/research_briefs\/RB6003\/index1.html\" target=\"_blank\" rel=\"noopener\">American experience.<\/a><\/p>\n<p>There is now a little more space for those in positions of power to take up the Health Officers\u2019 call for a public discussion about what\u2019s working, and what\u2019s not working, in our current drug policy. Just a discussion. Hopefully, in ten years, we\u2019ll look back and shake our heads at the inability of our society to even discuss how we could improve our drug policy\u2019s effectiveness to increase safety, reduce harm, and reduce costs.
