Produced in collaboration with project supporters\u00a0<a href=\"http:\/\/www.leap.cc\/\" target=\"_blank\" rel=\"noopener\">Law Enforcement Against Prohibition<\/a>,\u00a0<a href=\"http:\/\/www.tdpf.org.uk\/\" target=\"_blank\" rel=\"noopener\">Transform Drug Policy Foundation<\/a>,\u00a0<a href=\"http:\/\/www.release.org.uk\/\">Release<\/a>, the<a href=\"http:\/\/www.icsdp.org\/\" target=\"_blank\" rel=\"noopener\">International Centre for Science in Drug Policy<\/a>\u00a0and\u00a0<a href=\"http:\/\/www.ihra.net\/\" target=\"_blank\" rel=\"noopener\">Harm Reduction International<\/a>, the latest\u00a0<a href=\"http:\/\/www.countthecosts.org\/seven-costs\/creating-crime-enriching-criminals\" target=\"_blank\" rel=\"noopener\">Count the Costs briefing<\/a>\u00a0outlines how this illicit, unregulated market generates:<\/p>\n<div>\n<ul>\n<li>Street crime<\/li>\n<li>Mass incarceration<\/li>\n<li>Violent crime<\/li>\n<li>Crimes perpetrated by governments\/states<\/li>\n<li>Vast economic costs in terms of drug war-related enforcement<\/li>\n<\/ul>\n<\/div>\n<p><a href=\"http:\/\/www.countthecosts.org\/seven-costs\/creating-crime-enriching-criminals\" target=\"_blank\" rel=\"noopener\">The briefing<\/a>\u00a0will form a key part of our outreach to mainstream NGOs working in the criminal justice sector, building on the endorsements Count the Costs has already received from\u00a0organisations\u00a0such as the\u00a0<a href=\"http:\/\/www.howardleague.org\/\" target=\"_blank\" rel=\"noopener\">Howard League for Penal Reform<\/a>\u00a0and\u00a0<a href=\"http:\/\/www.makejusticework.org.uk\/\" target=\"_blank\" rel=\"noopener\">Make Justice Work<\/a>.<\/p>\n<p>Evidence from across the world reveals that although law enforcement can show seemingly impressive results in terms of arrests and seizures, impacts on the drug market are inevitably marginal,\u00a0localised\u00a0and temporary. Indeed, as the United Nations Office on Drugs and Crime acknowledges, one of the unintended consequences of the war on drugs is the so-called \u201cballoon effect\u201d, whereby rather than eliminating criminal activity, enforcement just moves it somewhere else. When enforcement does take out criminals, it also creates a vacuum, and even more violence, as rival gangs fight for control.<\/p>\n<p>The Count the Costs initiative has the widely shared goal of a safer, healthier and more just world.
