Avec tant d\u2019organisations travaillant pour changer les politiques sur les drogues au niveau mondial et pour recentrer l\u2019attention sur les torts caus\u00e9s par les politiques globales sur les drogues au niveau des individus, des familles, des communaut\u00e9s et des pays, participer \u00e0 la CND signifie bien souvent \u00eatre confront\u00e9 \u00e0 la r\u00e9alit\u00e9 de la lenteur, parfois extr\u00eame, \u00e0 laquelle les changements se produisent dans ce forum international traitant des politiques sur les drogues.<\/p>\n<p>D\u00e8s le d\u00e9but de la session, il est devenu \u00e9vident qu\u2019il y avait quelque chose de nouveau dans l\u2019air. D\u2019une part, le \u00abbuzz\u00bb habituel entourant le sp\u00e9cialiste am\u00e9ricain en drogues n\u2019\u00e9tait \u00e9trangement pas au rendez-vous; son budget de d\u00e9placement ayant subi de s\u00e9rieuses coupures, Gil Kerlikowski est donc rest\u00e9 chez lui cette ann\u00e9e. Pas si mal, compte tenu que son service de r\u00e9daction de discours aurait eu du mal \u00e0 expliquer la situation r\u00e9cente au Colorado et \u00e0 Washington, o\u00f9 les \u00e9lecteurs ont adopt\u00e9 des r\u00e9solutions visant \u00e0 mettre en oeuvre un r\u00e9gime juridique concernant l\u2019utilisation personnelle du cannabis par des consommateurs adultes.<\/p>\n<p>Eva Morales, Pr\u00e9sident de l\u2019\u00c9tat plurinational de Bolivie, dans son allocution d\u2019ouverture devant la Commission, a remerci\u00e9 les d\u00e9l\u00e9gu\u00e9s d\u2019avoir permis \u00e0 la Bolivie de se joindre \u00e0 nouveau aux conventions, ajoutant une r\u00e9serve respectant la constitution bolivienne qui soutient l\u2019utilisation de la feuille de coca dans le cadre du patrimoine culturel bolivien. Le Pr\u00e9sident Morales a ensuite demand\u00e9 s\u2019il y avait une certaine tension dans la salle, possiblement li\u00e9e au fait que \u00ab\u00a0la guerre contre les drogues a \u00e9chou\u00e9 de mani\u00e8re globale ?\u00a0\u00bb Il a par la suite d\u00e9nonc\u00e9 les USA pour avoir essay\u00e9 de forcer la Bolivie \u00e0 limiter sa production de coca en faisant des menaces et en liant l\u2019\u00e9radication du coca \u00e0 la construction d\u2019\u00e9coles durant les ann\u00e9es 80.\u00a0Les paroles de M. Morales \u00e9taient particuli\u00e8rement percutantes, du fait qu\u2019il a clairement fait remarquer que les efforts d\u00e9ploy\u00e9s pour contr\u00f4ler le trafic de drogue sont \u00e9troitement li\u00e9s aux autres objectifs g\u00e9opolitiques de \u00ab ma\u00eetrise \u00bb et de \u00ab domination \u00bb. De telles d\u00e9clarations audacieuses sont rares dans le forum public de la CND.<\/p>\n<p>Les remarques pr\u00e9liminaires du Directeur de l\u2019ONUDC, Yuri Fedetov, furent un int\u00e9ressant m\u00e9lange de l\u2019ancien et du nouveau. Tout en affirmant qu\u2019un certain progr\u00e8s a \u00e9t\u00e9 r\u00e9alis\u00e9 au niveau du probl\u00e8me global des drogues, Fedetov a reconnu que la politique internationale sur le contr\u00f4le des drogues ne peut \u00eatre isol\u00e9e des am\u00e9liorations n\u00e9cessaires au niveau des services li\u00e9s au VIH, ni ignorer la discrimination et le manque de services fond\u00e9s sur des donn\u00e9es probantes pour les consommateurs de drogues. Pendant la session consacr\u00e9e \u00e0 la soci\u00e9t\u00e9 civile en compagnie du Directeur, Fedetov \u00e9tait anim\u00e9 et semblait tr\u00e8s ouvert \u00e0 la franchise de la discussion durant cette session, pendant laquelle un certain nombre de questions centr\u00e9es sur la r\u00e9forme des politiques sur les drogues ont \u00e9t\u00e9 abord\u00e9es.<\/p>\n<p>Le Ministre du revenu n\u00e9o-z\u00e9landais, Peter Dunne, une v\u00e9ritable cure d\u2019oxyg\u00e8ne, a expliqu\u00e9 \u00e0 la Commission la nouvelle l\u00e9gislation innovatrice qui sera pr\u00e9sent\u00e9e devant le parlement de la Nouvelle Z\u00e9lande cet automne, et qui portera sur les nombreuses substances psychoactives nouvelles apparaissant quasi quotidiennement, et dont les trait\u00e9s ne tiennent pas compte. En vertu de la l\u00e9gislation propos\u00e9e, la Psychoactive Substances Bill (Loi sur les substances psychoactives), toutes ces nouvelles substances seront interdites, \u00e0 moins que le fabricant ne puisse prouver qu\u2019elles ne pr\u00e9sentent aucun risque plus que minimal. Plut\u00f4t que d\u2019interdire imm\u00e9diatement toute nouvelle substance, le gouvernement n\u00e9o-z\u00e9landais pr\u00e9voit transf\u00e9rer la responsabilit\u00e9 \u00e0 l\u2019industrie, pour que celle-ci garantisse la s\u00fbret\u00e9 de ses produits. Si ces produits passent le test, ils seront incorpor\u00e9s \u00e0 un calendrier r\u00e8glementaire permettant la vente au d\u00e9tail de tels produits, sous r\u00e9serve de certaines conditions. Lorsqu\u2019on lui a demand\u00e9 comment ce r\u00e9gime a \u00e9t\u00e9 re\u00e7u par les autres d\u00e9l\u00e9gations, le ministre Dunn a d\u00e9clar\u00e9 que la l\u00e9gislation propos\u00e9e a suscit\u00e9 beaucoup d\u2019int\u00e9r\u00eat et que les autres pays surveillent attentivement les r\u00e9sultats.<\/p>\n<p>La r\u00e9vision globale des politiques sur les drogues dans l\u2019h\u00e9misph\u00e8re occidental, ordonn\u00e9e lors du dernier Sommet des Am\u00e9riques en avril 2012 aupr\u00e8s de l\u2019Organisation des \u00c9tats Am\u00e9ricains, a \u00e9galement suscit\u00e9 un grand int\u00e9r\u00eat, maintenant que les attentes s\u2019intensifient en vue de la conclusion prochaine de la r\u00e9vision au cours des mois \u00e0 venir.<\/p>\n<p>Dans l\u2019ensemble, la CND a connu des moments int\u00e9ressants cette ann\u00e9e, si l\u2019on peut lire entre les lignes et porter une oreille attentive aux bourdonnements qui r\u00e9gnaient en coulisse. Mon opinion est qu\u2019il existe une reconnaissance implicite, sinon explicite, que le paysage politique en mati\u00e8re de drogues est en effet en pleine \u00e9volution, que de nouvelles approches sont maintenant consid\u00e9r\u00e9es et que divers pays exigent d\u00e9sormais un d\u00e9bat plus large sur les politiques en mati\u00e8re de drogues.
